Electronic Transfer of Prescriptions (ETP) Allowances

The Electronic Prescription Service (EPS) will be deployed in phases with two releases (Release 1 and Release 2). In order to be able to use the EPS contractors need to have:

  • An ETP compliant dispensing system accredited as such by the Health and Social Care Information Centre (HSCIC) (either Release 1 or Release 2)
  • Appropriate network connectivity to be able to operate the EPS (details of connectivity arrangements for community pharmacies will be made available by HSCIC)
  • Staff operating the service who are registered users and have been issued with smart cards and PIN numbers under NHS England's registration authority arrangements.

Two allowances are available to pharmacy and appliance contractors to assist in the deployment of EPS.

EPS Release 2 deployment allowance

An allowance of £1000 will be paid to each dispensing pharmacy and appliance contractor upon deployment of Release 2 of EPS. This payment will be automatically triggered upon the receipt of a synthetic reimbursement endorsement message to NHS Prescription Services. This synthetic reimbursement endorsement message will need to be submitted by a date yet to be determined. Three months’ notice will be provided to contractors once this date has been agreed.

ETP monthly allowance

Subject to the conditions, as detailed in the NHS England and Wales Drug Tariff Part VIA for Pharmacy Contractors and Part VIB for Appliance Contractors, a contractor who operates Release 1 or Release 2 of the service if an appropriate prescription is presented or requested, shall be entitled to an ETP monthly allowance of £200 per calendar month from NHS England for each month that they are able to operate the service.

A pharmacy contractor or appliance contractor must submit  an ETP Monthly Allowance Claim Form (previously known as form PPAETP1) to NHS England. 
 
This form should be submitted to NHS England before the end of the first month that you are able to operate the service.

If, at a later date you are unable to operate the service you must let NHS England know in writing immediately. NHS England will then decide whether to stop the ETP monthly payment permanently or suspend it for a period as specified by NHS England. When EPS is resumed a completed ETP Monthly Allowance Claim Form will need to be resubmitted to NHS England.
