Pharmacy Access Scheme

The Pharmacy Access Scheme forms part of the changes to the Community Pharmacy Contractual Framework announced by the Department of Health & Social Care on 20 October 2016.

'Distance selling pharmacies' (DSPs) and 'local pharmaceutical services' (LPS) contractors are not eligible for Pharmacy Access Scheme payments. NHS England local teams will be considering the impact of changes to the Community Pharmacy Contractual Framework on their LPS contractors and may consider a contract variation.

You can find out what information that was used to calculate eligibility for the Pharmacy Access Scheme (Excel: 1.9MB). This was last updated 3 November 2016. It's a later version of the spreadsheet published earlier. The earlier published version was corrupted, however the version used for the calculations did not contain any errors.

LPS contractors were included in the calculations (because all providers of community pharmacy services, excluding DSPs, were included in the calculation to show patient access to services) but are not eligible for Pharmacy Access Scheme payments.

You can search for information about your pharmacy by using the ODS (F) code.

Applications for reviews will need to be made within 3 months of the start of the scheme, which is 1 December 2016.

Reviews will be administered and completed by NHS England, including the assessment of and decisions taken on all applications for reviews.

NHS England will advise applicants of the outcome of the review.

Applications for review in cases relating to physical feature anomalies will be considered beyond this 3 month period, but only if the application relates to a change in circumstances which occurs after the end of the three month period. In such cases, the application for review must be brought within 3 months of the change in circumstances.

Applications for review will be accepted from 1 November 2016 and should be made using the NHS England PhAS review application form.

Once complete, application forms should be sent to: england.phasreviews@nhs.net.

NHS England will aim to complete a review within 6 weeks of receiving a request.
