Accessibility statement for Document Transfer Service (DTS)

This accessibility statement applies to the Document Transfer Service (DTS) website.  

This website is run by the NHS Business Services Authority. We want as many people as possible to be able to use this website. For example, that means you should be able to:  

  • change colours, contrast levels and fonts
  • navigate most of the website using just a keyboard
  • listen to most of the website using a screen reader (including the most recent versions of NVDA)

We’ve also made the website text as simple as possible to understand.

How accessible this website is

We know some parts of this website are not fully accessible, as:

  • you cannot zoom to 300% without the text spilling off the screen

  • there are issues with the header structure within the pages
  • there are not suitable alternative texts in place for images and logos
  • there are issues with error handling for screen readers
  • you will encounter visual issues when tabbing through the screen with a keyboard
  • you may not be able to navigate most of the website using speech recognition software

This website is partially compliant with the Web Content Accessibility Guidelines version 2.1 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons.

Non-compliance with the accessibility regulations

You cannot zoom to 300% without the text spilling off the side of the screen. This fails WCAG 2.1 success criterion 1.4.10 (Reflow).

Certain pages do not have the option to skip the repeated content in the page header, for example, a ‘skip to main content’ option.  This does not meet WCAG 2.1 success criterion 2.4.1 (Bypass Blocks) and 3.2.3 (Consistent Navigation).

Some pages are missing some headings or have no heading structure at all. This does not meet WCAG 2.1 success criterion 2.4.6 (Headings and Labels).

Images do not have a text alternative, so people using a screen reader cannot access the information. This fails WCAG 2.1 success criterion 1.1.1 (Non-text content).

Logos and images do not have the correct alternative text.  This does not meet WCAG 2.1 success criterion 1.4.5 (Images of Text).

Error messages do not clearly describe what went wrong and how to fix the problem. This does not meet WCAG 2.1 success criterion 3.3.1 (Error Identification).

You will encounter visual issues when tabbing through the screen with the keyboard. This does not meet WCAG 2.1 success criterion 2.1 (Keyboard Accessible)

It is not possible to navigate all of the website using speech recognition software. This does not meet WCAG 2.1 success criterion 4.1.2 (Name, Role, Value) and 4.1.3 (Status Messages).

When we publish new content we’ll make sure our use of images meets accessibility standards.

What we’re doing to improve accessibility

We’re committed to making sure this website is compliant to WCAG 2.1 ‘AA’ standard.

Every new released website will be designed, built and tested to meet ‘AA’ standards by default.

Preparation of this accessibility statement

This statement was prepared on 17 September 2020. It was last reviewed on 31 March 2022.

This website was last tested on 1 September 2020. The test was carried out by the NHSBSA test and front-end development teams.

We tested all of the website screens to meet ‘AA’ WCAG 2.1 standards, using manual and automated tests. We run each web page through automated Wave, Lighthouse and Axe accessibility tools then manually test with screen readers (NVDA) and standards checklists.

These checklists contain standards that have been compiled using WCAG, the NHS service manual and GDS guidance.
