Welsh Government have implemented a new NHS dental contract for the first time in more than 20 years, with reforms taking effect from 1 April 2026. These changes are aimed at improving access, fairness, and quality of NHS dental care in Wales by replacing the current activity-based system with a needs-led, prevention-focused contract model.
Ending the UDA system and moving to needs-led care
One of the most significant changes is the abolition of the Unit of Dental Activity (UDA) system. The new contract shifts payment toward a needs-based approach, where patients are seen and treated according to individual oral health requirements rather than automatic 6-monthly check-ups.
